You MUST download the Free PSTL tool from here

The default PSTL that installs with the GP install will give you an error saying "Invalid Access" or "Invalid Registration Keys"
This is a very good guide on installing the PSTL tool. You must follow this process even if you have already installed the PSTL from the Add/Remove programs, or in the initial GP installation
